The introduction of the competency-based approach in public service personnel management is one of the directions of improving its effectiveness. In foreign experience of public service personnel management, the practice of competency-based approach to building an effective public service has recently increased. Implementation of this approach in practice allows solving a number of issues regarding effective recruitment and placement of personnel in public authorities, career planning, development and maximum use of labor potential, development of labor motivation system, conducting transparent and effective assessment. Analysis of scientific literature demonstrates the presence of scientific interest in the research of the issue of professional competence of civil servants in public administration by such domestic and foreign scientists as A.A. Verbitsky, A.A. Demina, N.I. Demidishina, L.I. Ponomarev, Y.A. Tikhomirov, J. Raven, Steve Widdet and Sara Hallfor. However, the research on the search and implementation of modern methodological approaches to the competence management of public service personnel is underdeveloped.
