The text talks about the economic reality in general that is necessary to know in order to link it with the Argentine economy. The world economic reality to link it with the Argentine economy and we must consider that the economic reality has not always been exactly the same but has undergone important changes.
The most important change was the crisis of '29 that provoked a challenge within the capitalist system given by Keynes. In this text, Schvarzer precisely seeks to demonstrate that there is a new crisis and that a new economic change is needed and analyzes the possibilities of this change.
We began by saying that until 1929 Argentina was a very open economy, open to the world market. Subsequently, economic variations imposed a closure of the economy, that was when, after the 1929 crisis, we founded our industries. Some industries that had to help us overcome the crisis and that needed to survive the protection of the State that regulated, that is, subjected to rules, the entry of foreign industrial products.
This happened in the 1930s under the government of Justo, who was the one that produced import substitution industrialization and raised tariff barriers to protect them.
