An implicit tax

Srur says that there are two ways to analyze the problem of corruption as a tax on society.

1- Linearly relate what is lost due to corrupt diversions (bribes, bribes, etc.) with what taxpayers pay to the treasury. From this perspective, the global amount lost due to taxes would have to be computed as a burden to be distributed among all taxpayers in proportion to what each one pays. In this way, the "tax on corruption" would be an implicit tribute of the total taxes paid by the population. But this view is not the most appropriate.
2- The most correct way to understand the tax on corruption is to analyze the side of the impact of illegality in public spending (that is, of corrupt diversions) on family income.
