Favouring an aspectual anthropology of MEANING rather than a categorical one, and thus considering successively a culture, a youth and a policy, the author builds, from a complex field, the feasibility of the concept of cultural policy as a tool for the analysis of the internal dynamics of political discourse, which is considered as a social practice of construction and management of local power of culture.
