Since the dawn of civilization, cities around the globe have been playing vital roles at the local and global levels.These roles face restrains as cities expand, neglecting their administrative boundaries while experiencing a shortage in the governmental, financial or jurisdictional capacity to fulfill their responsibilities.Moreover, there is still a growing need to measure the city's performance as an important tool for policy makers and city leaders to better understand and improve their cities' performances with regard to service delivery, governance model and/or policy frameworks.Regarding the Egyptian context, Metropolitan Cairo, the governance is described as a highly complicated, inflexible, formalized and centralized system since it is more like a local administrative one (an executive institution of the central government).Consequently, this dissertation,first, explores and analyzes the linkage between governance and performance while highlighting governance main pillars. secondly, a relevant analytical framework is formulated to investigate Governance. Finally, Metropolitan Cairo is explored through a relevant developed framework for steering structure and capabilities.

Mohamed A. ElShafie received the B.S., M.S. and PhD degrees in Urban Design and Planning from Faculty of Engineering, Ain Shams University in 2006, 2011 and 2019 respectively. During 2006-2019, he worked as a Teaching Assistant in Faculty of Engineering, Ain Shams University and a part-time at different Consultancy offices.
