The study is an attempt to understand the problems faced by the teachers in the government schools in the states of Karnataka and Madhya Pradesh of India. Teacher management and particularly their deployment as well building their capacities on continuous basis has remained a major challenge for the administrators. The present study is an attempt to understand the problems faced by the government in managing the vast number of teachers in their respective states and utilizing them optimally in the schools. The study attempts to highlights some of the difficulties encountered in managing teachers and more specifically in dealing with posting and transfers of teachers. The effective deployment and posting of teachers in far flung areas is still a major problem. However, the implementation of Right to Education Act-2009 in India is a challenge for the state governments to follow the prescribed norms of teacher pupil ratio in both urban and rural schools with rationalized deployment.The state governments are in the process of developing suitable mechanism for effective utilization of the teachers and providing them timely training in order to improve quality teaching in the schools.
