Many countries, including Nigeria, take education as an instrument for the promotion of national development as well as effecting desirable social change. In the past, all government-owned tertiary institutions in Nigeria depended on the State or Federal Government for funds needed to carry out the functions forwhich they were established. Based on this, it was recommended among others that colleges of education in Nigeria should be more entrepreneurial and proactive in internal revenue generating drive.
