The author , Ihemeje Godwin Chinedum was born about three decades ago. He hails from Umunnuma-Okohia in Isiala-Mbano Local Government Area of Imo State, South-east Nigeria. At the moment, Ihemeje holds Dip. Ed., B.Ed. Adult Ed./Pol. Sc(Ibadan), M.Sc. Pol. Sc (Ife) and a Doctoral candidate in Local Government Studies at O. A.U, Ile-Ife.
