Issa Martin BIKIENGA es un agrónomo y economista. Ha dirigido varios proyectos y estudios relacionados con el cambio climático en Burkina Faso. Fue Ministro de Agricultura de Burkina Faso y Secretario Ejecutivo Adjunto del Comité Permanente Interestatal de Lucha contra la Sequía en el Sahel (CILSS), con sede en Uagadugú (Burkina Faso).
