And the FBI suspects a mole in the Coast Guard is helping the mob moves drugs in the Port of Philadelphia, and Billy might be the key. By luck, Billy escapes a carjacking (not what it was) and bombing at the base. But when a barge explosion intended for Billy claims the lives of another inspection crew from the base, Billy is forced underground to save everything he has worked for, not to mention his very life. To do this Billy must turn to the very friend who committed the murder that set him on the straight and narrow five years ago, the dangerous Sal Thoma. Fate forces Billy to face the very enemies and events he wants to forget. In doing so, he finds the answers and closure he needs, the friends he didn't know he had, and the release of his fear of the past.
