Kwa Chong Guan is Head of External Programs at the Institute of Defence and Strategic Studies, Nanyang Technological University, Singapore, and Co-Chair of Singapore's National Committee of the Council for Security Co-operation in the Asia Pacific. He is also an Adjunct Associate Professor in the History Department of the National University of Singapore. John K. Skogan is Senior Researcher at the Norwegian Institute of International Affairs. His fields of research and publication include strategic affairs and arms control, and cover more specifically also naval matters in a North Atlantic context.
