In January 1881, Inspector James Hadley is informed by Chief Inspector Bell that a murder has been committed at the Tower of London. Hadley and Sergeant Cooper make their way to the Tower, where they find the blood stained body of Lieutenant Granville Thomas in the White Tower, who had been beheaded on an executioners block. Colonel Munroe admits that Thomas had enemies within the Regiment of Lancers, stationed at the Tower, because of his behaviour with Officers wives, while Sir William Lovell, the Constable of the Tower, is more concerned with the safety of the Crown Jewels. Hadley begins the complex investigation, but is diverted when another Officer is found hanged on Traitors Gate. Days later, Stamford, a senior Warder at the Tower, and his wife are missing and objects, connected with witchcraft practices, are discovered in the Bloody Tower. Stamford's house is searched and items used in the practice of witchcraft are found in a trunk. Hadley concentrates on the murder investigation and narrows the list of suspects to Captain Mason-Browne, who he believes is the killer, but before he can be arrested, he disappears. On information from his distraught wife, Hadley and Cooper travel to Oxford to question the Captain's brother, who tells them that the Captain may be hiding at a nearby cottage, where the detectives discover the tortured body of Stamford, but no sign of the Captain. Returning to the Tower, Hadley is told by an informant that Mason-Browne may have travelled to a farm on Marston Moor near York. The detectives journey to the farm where they find the body of the Captain buried in the snow. Following fast moving lines of investigation, Hadley discovers Mrs Stamford with a soldier from the Lancers and arrests them on the charge of murder.
