Again¿ Welfare¿ is regarded by some as a residuary element that remains to be provided only after providing basic needs such as health, housing, medical relief, education, employment, social security, recreation and relief measures in emergencies. The book is focused on the implementation of the Rajiv Aarogyasri programme in Tirupahi, National Health Policies in Chittoor district of Andhra Pradesh in India.

Dr. Komme Mallikarjuna holds a PhD Degree in Political Science & Public Administration from S.V. Univ., Tirupati (2013). He completed POSTDOC Fellow, ICSSR in 2016. He published 1 Book & 7 Articles. He attended 8 workshops & 5 training programmes. Currently, he is working as an Assistant Professor in Besant Theosophical College in AP, India.
