The Author: Claudio de Moura Castro, Ph.D., Brazilian economist. Studied and worked in Brazil, the United States of America, Switzerland and France. At present Chief Education Adviser of the Inter-American Development Bank in Washington. His main fields and topics of research are labor markets, social and economic aspects of education, vocational training and science, technology policies. The Editors: Rudolf Tippelt, Dr. phil., M.A. Full Professor and executive Director of the Institute of Education at the University of Munich. His main fields of research are educational planning, social, cultural and economical aspects of education; adult education. Klaus Schaack, Economist and expert of Technical and Vocational Education and Training. At present he is adviser of the »Korea Foundation of Polytechnic Colleges» and Lecturer for Human Resource Development at the Korea University of Technology and Education (KUT), Seoul.
