Urban governance is a lever capable of boosting the development of cities. Today, participatory urban management requires the involvement of all actors at the grassroots level in order to face the difficulties. The Commune of Guéoul, despite its advantages, is faced with problems related to urban sprawl. To deal with the problems related to urbanization, the municipal authorities must promote spatial planning, improve living conditions in the city, promote access to decent housing, preserve the urban environment from all risks, and promote good governance with the involvement of the grassroots in decision-making. The authorities should also take charge of the promotion of young people and women through capacity building and the popularisation of access to credit, the construction of urban level infrastructures to prepare the city to emerge from rurality and finally to prevent the influx of rural populations in a disorganised manner and urban violence. The populations must take ownership of the local project for the achievement of a sustainable development
