Kotler and E. L. Roberto (2006), is the result of the risk of water pollution. L. Roberto (2006), is when the addressees have socially harmful ideas and in order to get them to abandon these harmful practices, specialists should provide a satisfactory substitute idea or practice; in this case, it is the fact that the inhabitants of the municipality of Mella, for the most part, do not apply preventive measures to avoid water contamination by drinking water without the characteristics indicated for its consumption, and the adoption of pertinent hygienic-sanitary behaviors should be achieved in this population to avoid the risks that this practice could cause.
