Concepts such as universal suffrage, the Electoral List and the Identity Card have universal meanings, for more peace in the world. Unfortunately, the Constitutions and laws that conform to them are becoming more and more the intelligence established by blind and partisan passions. Everything is maliciously played on the "definitions" of the concepts that are included in the legal texts, thanks to the partisan passion of the majority in the Parliament. In the Democratic Republic of Congo, in its 2006 Constitution, currently in force, the universal notion of "universal suffrage" is in contradiction with the Independent National Electoral Commission (INEC). The Congolese context of these notions remains legally ambiguous, reducing universal suffrage to a simple voluntary or even unofficial "enrolment" in "political groupings. This truth will never be officially recognized by those in power. However, it is the truth that is at the root of the troubles during elections.
