In the framework of this work we will not only talk about the fate of legislative or regulatory acts declared not in conformity with the constitution but also about the exception as a procedural weapon.The Constitutional Court is responsible for reviewing the constitutionality of laws and acts having the force of law. Organic laws, before they are promulgated, and the internal rules of procedure of the parliamentary chambers and Congress, of the Independent National Electoral Commission and of the Higher Council for Audiovisual and Communication, before they are implemented, must be submitted to the Constitutional Court, which will rule on their conformity with the constitution. For the same purpose of examining constitutionality, laws may be referred to the Constitutional Court, before their promulgation, by the President of the Republic, the Prime Minister, the President of the National Assembly, the President of the Senate, etc.
