Weberman states that the song is about Chloe Kiel, who Dylan wrote about in Chronicles: "Chloe, a Southern girl with Northern blood" as Ramona contains the line "returning back to the South." It is another example of the G, G6, G7 melodic motif Dylan uses pervasively on the record. A cover version of the song was recorded by The Flying Burrito Brothers on their 1971 self-titled album.
