From an interpretative analytical approach with a comprehensive purpose, the housing policies promoted in Venezuela by the national government in the period 1999-2013 are addressed. The findings allow us to identify a national policy based on an advanced regulatory framework and relevant financing from public funds, with diverse programmatic actions. Beyond the achievements in the production of housing solutions, the development of primary infrastructure, interventions on elements of the housing market and even the recognition of the target population, there are also weaknesses and omissions. That is, the short life of the policies, the lack of correspondence with the structure of the housing deficit, and the lack of comprehensiveness of the responses and urban integration, which point to the lack of knowledge of the qualification of the built environment of the cities. The importance of this work lies in the interdisciplinary articulation of knowledge presenting an alternative public policy analysis approach, where the perspective of those who participated in the policies, the public housing managers, is highlighted as an advance of knowledge.
