The state policy of supporting some militant groups for the accomplishment of its geo-strategic interests adversely affected the state and society and totally diminished its credibility in the comity of the nations. In this thesis, I comprehensively explained the historical background of militant-culture which the security managers deliberately built for their foreign policy objectives. Furthermore, explained in detail the environmental factors and challenges to Pakistan with its implications/ramifications. Finally, a conclusion and recommendations have given as well. I also present the militant organizations and their operational fronts for the cause of the state.
