The small book focuses on the motives that might persuade any particular country to enter into arms purchase market. These motives are to be divided by the author into the following categories: 1- Cases of inter-state conflict, the country wishes to counteract the armed forces of a hostile neighboring country; 2- Cases where a country of war or of a civil war involvement; 3- Cases where a country seeks regional dominance, or wishes to acquire sophisticated weapons for reasons of national prestige; 4- Cases where the acquisition of weapons is, to some extent, influenced by the involvement of major powers suppliers, seeking to promote their own interests in the region; 5- Cases where arms transfers from the major powers are motivated by special commercial objective. These mentioned factors are taken into consideration with a special reference to MENA and Gulf States as a case study.

Abdelhafid Dib est professeur d'études politiques et de sécurité et ancien président du conseil scientifique de la faculté de sciences politiques et de relations internationales de l'université d'Alger 3.A étudié et obtenu des diplômes universitaires à l'université d'Alger, de Lancaster, du Kent de Canterbury et de l'université de Warwick, au Royaume-Uni, au début des années 1980.
