The following section will explore the relationship between the concept of jurisdiction and delimiting ETOs for human rights, education in particular. Following some brief comments on challenges still unsolved in the field, the final section will explore how ETOs for the right to education operate to ensure the right to education in emergencies, namely as relates to the emerging field of International Disaster Relief Law (IDRL) and International Humanitarian Law (IHL).
