It is a notorious fact that the evolution of civil-military relations and the security sector reform in South-East Europe has to deal with post-totalitarian and post-conflict challenges. This comprehensive study concludes that the security sector in the region is becoming increasingly mature, but also faces a variety of uncompleted tasks.
