RICHARD LANGHORNE is Professor of Political Science and founding Director of the Center for Global Change and Governance at Rutgers University at Newark, New Jersey. He was previously Director and Chief Executive of Wilton Park, British Foreign and Commonwealth Office. He is co-author, with Keith Hamilton, of The Practice of Diplomacy: Its Evolution, Theory and Administration.
