Fadil Novali¿ wurde am 3. Januar 1974 in Montenegro geboren. Er hat einen Abschluss in IT-Engineering von der Fakultät für Informationstechnologien der Universität Novi Pazar, Serbien. Herr Fadil ist außerdem promovierter Informatiker. Er veröffentlichte wissenschaftliche Forschungsarbeiten für Konferenzen und internationale Zeitschriften.
