It is generally observed that testing of English speaking skills is time consuming, difficult to administer and troublesome to maintain its accurate assessments. This research will investigate the practice of testing and evaluation of English speaking skills by highlighting issues involved in testing of speaking skills. It has been observed that there are many problems in the teaching and testing of speaking skills at secondary level in Punjab. There is a little or no practice of testing and evaluation of English speaking skills. It is so, because of our examination and education system is ¿writing based¿. Teachers spend most of their time in teaching practical skills i.e. reading and writing because their main target is to prepare students to pass their exams. Testing and evaluation of English speaking skills and listening have no share in our common examination system, so they are neglected.
