Indigenous terrorists have infected our communities with a threat that rivals a nuclear or chemical detonation. This threat destroys the infrastructure and the very fabric of American life. These terrorists' acts are the most bedeviling that law enforcement faces today. There is no better illustration of effective terrorism than to see law enforcement and the citizenry scrambling to create a zone of public safety in the face of widespread fear. The words "terrorist" and "gang member" need to be synonymous in our perceptions. The terrorism I am writing about is essentially domestic and urban terrorism, fueled by narcotics. The casualties, both physical and mental, in this ongoing war surpass any other war that we have ever had. The destruction and disease have continued for years, with no apparent end in sight.
