El doctor KONIPO Ousmane es un apasionado del desarrollo rural. Tras sus estudios en Moscú (Ex URSS) de 1986 a 1992, comenzó su vida activa como director de una oficina privada (Secretaría - Formación - Informática) en Bamako. Pero, ya en 1996, el deseo de acercarse al desarrollo de las regiones interiores de Malí, le lleva a instalarse en Mopti.
