This study aimed to examine the efficiency of the teachers in Special Education Integrated Programs (SEIP) for students with learning disabilities in management and teaching special classes and identify factors associated with the level of teacher competency in SEIP. It use the Skill Acquisition Model that focuses on the five competence levels are novice, advanced beginner, competent, proficient and expert. The study was done using an interaction survey mixed methods based on the survey, observation, documentation and interview(SODI). The Cronbach Alpha value for all standardized instruments of overall observed items is 0.9455. A total of 85 teachers from SEIP schools in East Coast of Malaysia choosen randomly. In terms of management, 61% of teachers in SEIP are at efficient level. However, in terms of teaching about 65.4% of teachers SEIP efficient level. Overall, there is no teacher who is at the novice level and only 1.2% of teachers who are at the level of experts in management and teaching.
