Saidur Rahman, funcionario del Gobierno que trabaja con Bangladesh Railway (que actualmente trabaja para el BAD), tiene una Maestría en Ingeniería (Transporte) de la Universidad de Hiroshima del Japón, una Maestría en Administración de Empresas y una graduación en Ingeniería Civil de la BUET, Dhaka. Tiene muchas publicaciones y más de 10 años de experiencia laboral práctica.
