Taken the government organizations as a whole, District Administrations (DA) in Bangladesh are the largest and oldest ones at the field level. This represent the central government on one side,and on the other, coordinates among other GO and NGOs working at field administration. Other than a few supervising cadre officials, these District Administrations handle and work with a large number of non-cadre support staff, who constitute more than 90% of total human resources at DA, but sadly enough, there is hardly any research or reformation initiative on the development of these huge human resource, which has the potentiality to contribute to better service delivery and establishment of a strong field bureaucracy. This study delves deep into the issue, exploring some literature on HRM, HRD, Training, and applying qualitative research methodology with the use of the tools like focus group discussion, interview to collect stake holders' opinions, suggests some policy proposals for thegovernment with a road map of policy implementation.

Si è laureato in Letteratura inglese all'Università di Dhaka, in Bangladesh. Mentre era in servizio, si è qualificato per la borsa di studio giapponese per lo sviluppo delle risorse umane (JDS) e ha conseguito un master in politiche pubbliche presso l'Università Meiji.
