Elvin J. Dowling is a well-respected advocate for vulnerable populations and oppressed people in both in the United States and abroad. The former Chief of Staff for the National Urban League, one of America's largest civil rights organizations, Elvin was a liaison between minorities and other individuals of color--at the highest levels of government--for more than 100 black and Hispanic communities across the country. His unique experiences and uncanny insight into the state of urban America, has enabled him to indirectly serve millions of less fortunate and vulnerable members of society.
