Taking the case of Amhara exogenous ethnic groups in Southern Nation, Nationalities and Peoples (SNNPR) and Benishangul-Gumez Region (BGR), the essay examined the implication of ethnic federalism espoused self determination right of ethnic communities on citizens right to freedom of movement and residence. In doing so, the essay scrutinized whether self rule right of endogenous people can be exercised to the extent of excluding exogenous ethnic groups from coming and residing or expelling them, if they already reside, in the self determined territories.
