Exceptions to the prohibition on the use of force have been recognized in response to new types of challenges ranging from imminent attacks,155 protracted and low-level attacks by non-state actors,156 and humanitarian catastrophes.157 During the DRC conflict, these exceptions were exactly the precursors which led Rwanda to launch an attack on DRC.
