This is because the 2014 Ukrainian Crisis can be envisaged as a crucial moment for Europe, as a new form of warfare raised - the Hybrid War -, being multiplied by new threats, like BREXIT, massive illegal migration or a new face of terror. The regional military arena in Europe was, as well-also, influenced by new objectives, type of forces, and specific means to act, as: increased importance and usability of Special Operations Forces (SOF), the Cyber space, a new conceptual Comprehensive Approach (CA), increased intensity for conducting military actions, a systemic analysis of the enemy (Political, Military, Economic, Social, Information and Infrastructure/PMESII), the multi-dimensional battle-space (energy, space, virtual, electromagnetic, nano), a huge variety of dominant types of military and non-military actions, more sophisticated and unexpected modes to conduct violent actions. In fact, the Hybrid Warfare is the opposite of CA. International Organisations have recognized that the primary response to hybrid threat.

Ha conseguito un dottorato di ricerca in Scienze militari e Intelligence ed è membro del Consiglio esecutivo dell'Associazione rumena degli ufficiali della riserva (AORR), dove rappresenta l'AORR presso la Confederazione interalleata degli ufficiali della riserva (CIOR).
