The problems of achieving economic development of independent states in the conditions of transition period were widely covered in the domestic and foreign literature. However, these attempts, due to the complexity of the problems being solved, do not yet contain unambiguous solutions for the practice of management in the new conditions. A number of questions remain in the position of measures that reflect only some stages in the cyclical development of advanced states, but they did not address the transition economies, while others, proceed from the national and social characteristics of individual CIS countries and do not provide answers to the most important problems of the quality of economic growth of transformational systems. Important aspects of this problem and, in particular, the content of the quality of economic growth, correlation of the quality of growth and economic development, determination of priorities of the state policy concerning the problem of optimal growth, etc., still remain insufficiently studied. The given research, consists in expanding the scientific ideas about the content of the quality of economic growth, the relationship of quality growth and national economic development.
