A new paradigm brought a number of reforms during this period to stimulate the efficiency and customer orientation of public service. This is characterised by management of outputs in order to achieve policy objectives and result in the most cost effective manner. To reach these objectives, the development or application of methodical and systematic techniques, often employing comparison, quantification and measurement, that are designed to make the operations of government and public organisations more efficient, effective, and increasingly responsive is critical. With globalisation also almost effective in most African countries, Cameroon has the obligation to adjust in order to avoid lagging behind emerging economies that continually establish relationships accross the Globe

Emmanuel Edoun has presented a number of papers locally and abroad- France-The Netherland, Germany- Spain-Cyprus-Cameroon-South Africa. He has published articles in peer reviewed Journals.
