However, these policies have largely remained stuffed in office cabinets, decorating public places or perhaps after being launched their fate is not traceable. Sadly though, HIV/AIDS pandemic does not respect this passivity. Instead, such a scenario creates a fertile breeding ground for the effects to be felt more seriously among those with faint voices to push the policy agenda. Employees are among the victims of this complacency by their superiors. This book critically examines this situation to understand who exactly is behind this passivity. Without necessarily pointing the blame to a single variable in the policy equation, the report calls for every stakeholder to make an effort in addressing the deadly epidemic through revisiting policy adoption.
