S. H. Laskar nasceu em Nitainagar (Hailakandi), Assam em 1962. Fez cursos de Engg desde a graduação até ao doutoramento no Z.H. College of Engg & Tech, AMU, Aligarh, Índia. É um docente sénior no Departamento de Engenharia Electrónica e Instrumentação, NIT Silchar, Índia. Os seus campos de interesse incluem medição, monitorização PQ, sensores e instrumentação.
