The Province of Albay has experienced devastating typhoons, volcano eruption and tsunami threats due to earthquakes. Thus, the local government has formed a policy network on climate change adaptation and disaster risk reduction and management (CCA-DRRM). The policy network may be analyzed in the contexts of structure, process and outcomes. This book focuses on the policy network development process, which is composed of: network formation, institutionalization, capability building, policy making, policy implementation and sustaining the network. It shows why the Province of Albay in the Philippines was declared a "Global Local Government Unit (LGU) model for Climate Change Adaptation" by the UN-ISDR and the World Bank in 2008.
