L'auteur est professeur associé à l'université d'études économiques de Bucarest, docteur en droit et avocat avec plus de 20 ans de pratique en droit international des affaires. Il est également diplômé de l'Institut de droit franco-roumain. Ilie Dumitru est également auteur/coauteur de plus de 25 livres, articles et études scientifiques.
