This paper is the adequacy of 12 years of professional experience as a civil servant in the Municipality of Nacala-Porto, where I played different roles ranging from technical, development project manager, Department Director and Municipal Councilor. These functions gave me the opportunity to obtain experience in various municipalities that make up the country. This knowledge was deepened in the academic area which culminated with deeper research in the search for data for the elaboration of this study.This instrument, besides being a guide, represents to the inside (municipal councils) the notion of projection and correct execution of the actions to be developed by the municipal bodies, and to the outside (citizens/partners) the answer for the resolution of their problems and satisfaction of their needs.The focus for the conception of this instrument resides essentially in the perception that the satisfaction of the mayors and the projection of municipal development necessarily passes through the existence of capable managers, skilled, competent, responsible and committed to the cause of the well being of the mayors.
