This paper analyzes the dynamics and territorial transformations of the commune 13-San Javier of Medellin as processes of construction and dispute of meaning between different political projects, and is framed in the understanding of the city model called social urbanism.The analysis of territorial dynamics and transformations is proposed as a reading of the political discourse, with theoretical support in the contributions of Ernesto Laclau and especially Chantal Mouffe, who from the theory of hegemony have conceptualized politics and the political as fields of dispute between the hegemonic and the antagonistic. In this sense, to understand politics is to understand, on the one hand, the social management of political life from the institutional and citizen relationship and, on the other hand, the political, as the conflictual and necessary antagonistic character of social life.
