Joseph Mitola III: Cognitive radio is a decision-making layer at which wireless personal digital assistants and the related networks were sufficiently computationally intelligent about radio resources, and related computer-to-computer communications, to detect user needs as a function of use context, and to provide radio resources and wireless services most appropriate to those needs - Simon Haykin: Cognitive radio is an intelligent wireless communication system that is aware of its surrounding environment (i.e., outside world), and uses the methodology of understanding-by building to learn from the environment and adapt its internal states to statistical variations in the incoming RF stimuli by making corresponding changes in certain operating parameters (e.g., transmit-power, carrier frequency, and modulation strategy) in real-time, with two primary objectives in mind: highly reliable communication whenever and wherever needed; efficient utilization of the radio spectrum .

He received his B.Sc. from OMU, Libya, in 1999, his M.Sc. and Ph.D. both from UKM, Malaysia, in 2006 and 2012, respectively. He is now a Senior Lecturer at Faculty of Engineering, MMU, Cyberjaya, Malaysia and the Chairperson for Centre for Broadband Communications (CBC). He is also a member of IEEE, IET, ICICE and IACSIT.
