The argumentation of the development of this hardware-software devices is carried out. The motion detection in the video methods are researched. As a result a motion detection in video method, which provides a possibility of real time motion detection in video, is developed. Also it is shown, that not all known methods of motion detection in the video are able to function in real time. The algorithm of motion detection is developed, and also structural and electric functional schemes of the device are designed. The subsystem validation is carried out. Frame processing time is determined. The technology of PCB design in P-CAD 2006 for developed device and installation requirements are considered in the chapter.
