Carlos Andrés Caro Camargo is a civil engineer from Universidad Javeriana, Master in Civil Engineering with emphasis in Water Resources from Universidad De Los Andes and PhD in Hydrology from Universidad Politécnica de Cataluña. He has more than 15 years of experience in hydrological studies and risk management.
