LARS E. LYBERG, PhD, is Chief Scientist at Statistics Sweden in Stockholm. NANCY A. MATHIOWETZ, PhD, is Special Assistant Director for Statistical Design, Methodology, and Standards at the U.S. Bureau of the Census. SEYMOUR SUDMAN, PhD, is the Walter A.
