It is also stated in Chapter 1, Section 7 (e) par. 3 that consistent with the national educational policies, plans and standards, the school heads shall have authority, accountability and responsibility in managing all programs, projects, activities and services of the school. Thus, the success and failure of the school depends on the kind of school principal it has.
