The cooperation between Liévin and Balengou was initiated in 1998 by the AFCAPE association. In 2000, the granting of funding by the Liévin town hall for the setting up of a youth work camp with the construction of a resource center at the Balengou high school made it possible to establish an exchange between the two communities, but most of the actions in Balengou are carried out by the associations. The direct link between the Liévin and Balengou town halls is not very perceptible, since there is no official agreement between the Liévin and Balengou town halls. Strengthening the partnership requires the mobilization of all actors, good communication between them, a clear definition of the areas of cooperation, the resources that can be mobilized and the identification of the constraints related to each territory.
